It was a typically controversial statement by Venezuela's socialist leader, who underwent surgery in June to remove a tumor from his pelvis. But he stressed that he was not making any accusations, just thinking aloud.
"It would not be strange if they had developed the technology to induce cancer and nobody knew about it until now ... I don't know. I'm just reflecting," he said in a televised speech to troops at a military base.
"But this is very, very, very strange ... it's a bit difficult to explain this, to reason it, including using the law of probabilities."
Chavez, Fernandez, Paraguay's Fernando Lugo, Brazil's Dilma Rousseff and former Brazilian leader Luiz Inacio Lula da Silva have all been diagnosed recently with cancer. All of them are leftists.
Doctors say Fernandez has a very good chance of recovery and will not need chemotherapy or radiotherapy. Her diagnosis was made public on Tuesday.
Chavez said other regional leaders should beware, including his close ally, Bolivian President Evo Morales.
"We'll have to take good care of Evo. Take care Evo!" he said.
The 57-year-old is Latin America's loudest critic of U.S. foreign policy along with Cuba's former leader Fidel Castro, and he frequently lashes out at what he calls the "Yankee Empire".
CASTRO'S WARNING
"Fidel always told me, 'Chavez take care. These people have developed technology. You are very careless. Take care what you eat, what they give you to eat ... a little needle and they inject you with I don't know what,'" he said.
In his comments on Wednesday, Chavez also slammed Washington and its European allies for criticizing Russia's recent parliamentary elections - and said they were planning the same thing for Venezuela's presidential election in October, when he will seek re-election.
"They are crying fraud and saying the elections need to be re-run ... They're trying to destabilize no less than Russia, a nuclear power. That's the madness of the Empire," Chavez said.
"I say this because here in Venezuela, the Imperial Yankee, the local bourgeoisie, and a good part of what they call the opposition parties here, are preparing a similar plan," he said.
"I call on the armed forces to be alert, on the Venezuelan people to be alert. Because we are not going to let the Imperial Yankee destabilize Venezuela again like they did in the past."
Details about Chavez's health remain a closely guarded secret, although he now appears to be recovering and is making longer and longer televised appearances.
Earlier this month he made his first official foreign trip after his surgery, to a regional summit in Uruguay.
Since his return he has often appeared sporting something of a younger, new look: a dark sports coat over an open-necked maroon shirt, and is hair is growing back after chemotherapy.
It is far cry from the green fatigues and red beret that he became famous for wearing for much of his 13 years in power. (Editing by Kieran Murray)

Last week I wrote a piece for Engadget Primed on image sensors, a critical device of any digital camera you own, one that affects final image quality. In a completely different way, another component that controls and changes the look of your photographs is the aperture.
To create amazing photos with impact takes much more than the will to capture them; and simply being Ashton Kutcher at a party overrun with models doesn't always work, either. It's a multifaceted process; to have the desire to work for a shot, to make the effort to put yourself into position, and to know how to utilize the equipment you have in the best way possible. None of these skills are easy to master, yet similar to a painter who knows how to use their brush, learning the photographic tool that is your camera increases the opportunities to plaster your Google+ page with shots you're proud of.

The video shows the couple just moments away from being wed.
"If there is anyone here who has just cause why this couple should not be joined in holy matrimony speak now or forever hold your peace," the minister says.
At that moment a loud tornado alarm begins sounding, causing the group to erupt in uneasy laughter.
It is unclear when or where the video was filmed, but it was uploaded to social news website Reddit today.
User Mr_Rawrr posted it with the message saying he was the one who filmed the video.
The video prompted another user to share a similar story.
"Years ago at my cousin's wedding something similar happened," user Plumhawk wrote.
"The altar they were standing on had a lattice with white roses intertwined overhead. As the pastor said the 'speak now' portion of the ceremony, a rose broke off and bounced off the pastor's head.
"Everyone laughed. Within a few years, they were divorced."

Speaking at a seminar on Saturday during which a report that examined 100 legal cases that was audit by the Muslim Attorney Centre Foundation and the American Bar Association's Rule of Law Initiative, experts said the entire sysem needs to be seriously examined. Out fo the 100 cases studied, 72 were dismissed, all on the ground of insufficient evidence.
Vast majority of the suspects were charged with terrorism, unlike the separatist conflict in the 1970s and 1980s when militatns were charged with treason.
Thailand employed special laws - Emergency Law and Martial Law - that permits detention up to 37 days without formal charges. Suspects are almost incommunicado the entire time.
From the Martial Law, there were 39 cases of tortured and 27 cases of verbal abuses. From those held under Emergency Law, 37 were tortured, while 25 experienced verbal abuses. The same kind of treatment also existed under normal legal proceeding.
Most of the suspects are locked during the cases that can take anywhere form one to two years, or even three years, before the verdict is read.
Pairote Polpetch, a member of the Legal Reform Committee, said the problem lies with the authorities unwillingness to question cases that are sensitive in nature and decided to pass it on.
Moreover, the lengthy detention period, which is not subjected to any examination, may leads to questionable and illegal interrogation tactics, such as torture, as the authorities tries to obtain information form the suspects.
International Crises Group's Rungrawee Chalerm-pinyorat asked whether this is a problem exclusively for the south or for the entire country.
Moreover, quoting a senior police officer, there is the feeling that without these special laws, rogue officials may employ controversial and illegal means, such as abduction and consequently murder of suspects.
She said the violence in the deep South was political in nature but Thai legal process does not take this into consideration.
The government also employed Article 21 to give incentive to insurgents to lay down their arms. But the scheme failed to attract much participations because, said senior government officials in the region, the militants see themselves as winning. Such process is reserved for post-conflict period and should be use as a way to reintegrate the insurgents back into the society.
Pairote said the judge and the Office of the Attorney General just be more vigorous in screening and demanding more solid evidence from the law enforcement officers.
"They can help filter the process at the early stage instead of waiting until the legal process exhausted itself," Pairote said.
One senior officer in the region said there is a concerned that many of the suspects who had been locked up for a year or two would come out with extreme anger and then join the movement.
Participants urged the authorities to investigate the alleged torture and abuses, saying faith in the government lies with the sincerity of the officials and justice system.

Afghan president to replace top human rights officials (Reuters)
KABUL (Reuters) ? Afghan President Hamid Karzai will replace four people at the national human rights commission to bring fresh blood into the group, and not because he is seeking to remove some of his most outspoken critics, his spokesman said on Friday.
The Afghanistan Independent Human Rights Commission (AIHRC) is appointed by the state but acts independently. Any move by the government to oust its workers could raise questions about the state's commitment to protecting human rights.
Aimal Faizi, chief spokesman at the president's office, said Ahmad Nader Nadery, Ahmad Fahim Hakim, and Moulawee Ghulam Mohamad Ghareb will leave the commission after serving two 5-year terms.
A fourth commissioner, Hamida Barmaki, was killed in a suicide attack on a supermarket in Kabul in early 2011 and would need to be replaced as well, he added.
Faizi denied reports that the three men will be replaced because of a report by the rights commission detailing war atrocities over the past three decades, which is expected to be released in early 2012.
"The president is authorized by law to extend or not extend their mission if he wants to. We just want fresh people, new people," Faizi told Reuters.
"The fact that they were working on a report on war atrocities has nothing to do with it because we cannot stop the publication of such a report."
He said the president would announce the new commissioners in coming days.
Nadery and his colleagues have been frank in the past speaking out on issues plaguing war-torn Afghanistan, from women's rights, land grabs, child labor, civilian deaths by Taliban and NATO forces, to the fraud-marred presidential election in 2009.
Nadery said the government was violating procedures which require a consultative process before appointments in the human rights body are made or dismissed.
"I'm waiting for an official letter or decree to see what exactly the reason for my dismission was," he said.
Depending on who is appointed to replace them, the activists' removal could be seen as a blow to Afghanistan's human rights campaigners.
It may also undermine international efforts to foster good governance in the country, combat corruption and strengthen the rule of law as the West is preparing to withdraw the last of its combat troops by the end of 2014.
Karzai's government has also been seeking to negotiate a deal with the hardline Islamist Taliban, which many activists say could compromise the progress made in securing rights of women and other minorities in the past 10 years.

Debt Advice Now urges households to budget for their bills
Debt Advice Now is urging households to take steps to budget for their monthly bills and other essential outgoings, in light of rising living costs and increased financial pressure for many.
The comments follow research from MoneySupermarket.com revealing that the high cost of living is squeezing many households' budgets - leading to families spending on average over 25% of their monthly income on essential bills, such as utilities, phone bills and insurance.
Furthermore, the research revealed that many lower-income households are spending around half their monthly incomes on essential bills alone - and that's before their mortgage, rent or debt repayments have been taken into account.
Despite inflation falling slightly to 5% this month, there are concerns that families feeling the pinch with their finances may struggle to cover their bills - and could face debt problems as a result - if they don't take measures to ensure they can safely cover all their essential outgoings.
A spokesperson for Debt Advice Now commented:
"Many households across the UK are finding keeping on top of their finances increasingly hard work. With energy companies recently announcing price hikes, rising living costs and an uncertain job market, many people are feeling under pressure just covering essential costs.
"Some households repaying debts could feel even more pressure on their finances, and may really benefit from taking steps to ensure their budget can stretch to safely cover all their outgoings - and reduce the risk of facing debt problems.
"Whatever your situation, drawing up a realistic family budget could help your whole household to keep on top of costs and improve your long-term financial security. You could start by drawing up a list of all your important monthly bills, such as gas & electricity, water, Council Tax, phone & internet, along with all your other essential outgoings.
"If you're concerned about missing any of your bills, setting up Direct Debits should guarantee the payments leave your account on time every month - and some suppliers may offer discounts if you do this. Furthermore, check if you're with the most affordable supplier: comparison websites could help you compare different tariffs, and switching if necessary could reduce the cost of your bills.
"What's more, if you're concerned about the size of your bills, there are some practical steps you could take to improve efficiency and reduce costs. Avoid leaving lights on if you leave the room, turn your thermostat down by just one degree, and/or consider investing in a water-saving shower head.

The springboards and platforms are packed with divers from across Canada taking turns in preparation for the Winter National diving championships underway until Sunday (Dec.18).
Some dives evoke claps ? though with divers hitting the water every five seconds it?s hard to know which one to watch.
?As big as this event is, you don?t want to peak yet. This is still just the stepping stone,? McCormick said.
?At the same time, you can?t take it too lightly.?
The goal this weekend is for McCormick to finish in the top two on the 10-metre platform, thereby qualifying to represent Canada at the Diving World Cup in London, England this February.
?That?s where you want to hit your best.?
Not only is the World Cup a test event for the London Olympics in July, competing there would put McCormick on track for his second appearance at the Olympic games, having finished 16th in Beijing 2008.
The 20-year-old is on leave from Arizona State University where he competed the past two seasons, finishing second in the NCAA on the 10m in his rookie year and winning the PAC 10 conference on the 10m in both years.
?The NCAA was pretty hectic coming out of high school. Practices were twice a day plus a full course load, and we competed almost every weekend.?
And when the NCAA season ends, the international season begins.
?It?s easy to burnout,? he said.
Which is why McCormick told his school he?d be taking this year off to campaign for the Olympics back when they recruited him from Claremont three years ago.
McCormick is among several senior members of Saanich?s Boardworks diving club competing this weekend, including Fraser McKean (Auburn University) and Shane Miskiel (Ohio State), as well as Rachel Kemp, last year?s 10m silver medalist at the summer nationals.

Controversial chronic fatigue-virus paper retracted

The journal Science has today fully retracted a controversial paper from 2009 reporting that a mouse leukaemia virus could be the cause of chronic fatigue syndrome.
Numerous attempts to replicate the findings have failed, and investigations revealing that the mouse virus was probably a contaminant of the original blood samples from patients led to the paper being partially retracted in September.
Frustrated with the failure of most of the original authors to agree on the wording of a retraction, Science has decided to unilaterally retract the paper and released a statement explaining why.
"Science has lost confidence in the report and the validity of its conclusions," says the retraction issued today by journal editor, Bruce Alberts. "It is Science's opinion that a retraction signed by all the authors is unlikely to be forthcoming [so] we are therefore editorially retracting the report."
Alberts offers regret that so much time and resources have been spent unsuccessfully trying to replicate the paper.
In a second development, the main author of the paper, Judy Mikovits, has lost a civil law case brought against her by her former employer, the Whittemore Peterson Institute in Reno, Nevada, alleging that she appropriated key data after she was sacked.

Breastfeeding promotes healthy growth
ScienceDaily (Dec. 20, 2011) ? A PhD project from LIFE -- the Faculty of Life Sciences at the University of Copenhagen has shown that breastfed children follow a different growth pattern than non-breastfed children. Breastfeeding lowers the levels of the growth hormones IGF-I and insulin in the blood, which means that growth is slightly slower. This is believed to reduce the risk of overweight and diabetes later in life.
The PhD project is part of SKOT, a large-scale Danish study of small children, diet and wellbeing, which has followed and examined 330 healthy children at 9, 18 and 36 months.
The SKOT project is to increase our knowledge of what Danish children eat in the critical phase when they move from breastmilk or formula to solids. The transition is critical because the food intake during this period has a significant bearing on the child's growth and risk of developing lifestyle diseases later in life.
PhD Anja Lykke Madsen has gathered the first results of the SKOT study in her PhD project:
"We can see that breastfeeding has a significant, measurable effect on the important growth regulators in the blood, IGF-I and insulin. The more times the child was breastfed, the lower the hormone levels. This suggests that the child has a slightly lower risk of becoming overweight later in childhood. At the same time, there was a correlation between how long the children were breastfed and their weight at 18 months," says LIFE PhD Anja Lykke Madsen.
Mother's milk for healthy growth
According to Professor Kim Fleischer Michaelsen from LIFE, head of the SKOT project, the study provides valuable knowledge about the factors affecting the early onset of obesity.
"It is well-known that children who are breastfed grow slightly more slowly than children who are given formula, and it looks as if this growth pattern is optimal because it reduces the risk of developing lifestyle diseases later in life. However, the new results from SKOT show that breastfeeding also affects levels of IGF-I and insulin at 9 months, i.e. at a time when the children are well into eating solids," says Professor Kim Fleischer Michaelsen from LIFE. He continues:
"Looking at the children's growth up to 18 months identified a number of interesting correlations which may improve our understanding of the mechanisms behind early-onset obesity. The longer the children were breastfed, the lower their weight at 18 months. It's as simple as that."
The study also showed that the longer the children slept, the smaller their waist circumference. Moreover, the children of mothers who gained lot of weight during pregnancy had a slightly thicker layer of subcutaneous fat than the children of mothers who put on less weight.
Need to study long-term effects
Kim Fleischer Michaelsen stresses the need to follow up and to continue to examine the children to establish the long-term effects, while also looking at correlations in other studies.

Peer influence on Facebook called minimal
A person's pattern of "likes" and "friends" on Facebook may betray their hipster tendencies, suggests a new study that found when more of your friends like the same alternative and indie bands as you, you are more likely to stop liking the bands.
The opposite was found on classical music tastes, which seem to be contagious between friends. Overall, however, the research found that most tastes aren't spread among friends, with most people seeking out Facebook friends who are already similar in their tastes.
"In the past three years we've been pounded over the head with the idea that everything spreads and everything is contagious, and your peers can influence you in so many ways," study researcher Kevin Lewis of Harvard University said, referring to recent studies, including one that suggested obesity is socially contagious. "Once you disentangle these things, you find that peer influence plays a minimal role," at least in the Facebook setting.
"Students who share some tastes in music and in movies are indeed more likely to become friends, but it's very rarely the case that students adopt the preferences of their friends," Lewis said.
Cultural networking
The researchers examined the Facebook activity of about 200 college students over four years, beginning when they were freshmen in March 2006. Annual information was collected about their social networks (who they are "friends" with) and their "likes" (the music, movies and books they've liked on their profiles). This data was combined with academic and housing data on each of the students.

They found that students who shared particular tastes in music and movies, but not books, were likely to befriend one another, instead of these tastes passing from one friend to another. Students tended to befriend others who shared musical tastes in "light/classic rock" or "classical/jazz" or liked movies in the "dark satire" or "raunchy comedy/gore" genres.
There were outliers: Tastes in classical/jazz music were contagious between friends, students whose friends expressed tastes in "indie/alternative" music were significantly less likely to express these tastes themselves.
"Part of liking these (indie/alternative) bands is not just liking them, but liking them before everyone else likes them," Lewis said. "The students feel like, 'this sets me apart from others, and if someone else starts liking this band, it make me less unique.'"
Fast Facebook friends
Facebook friends shared other similarities as well: their housing, college major and friends. All of these similarities had major influences on the odds of two students becoming and staying friends over four years on Facebook.
The finding supports past studies, which have shown over and over that social networks are homogeneous ? like a soup, members of your social network tend to be similar to you in their likes and backgrounds.
"We all seek out similarity in our friends. This is the case on Facebook as well, we find racial and socioeconomic segregation, and two students sharing a major are especially likely to be friends," Lewis said. "These are all things sociologists and social scientists had known that we were able to replicate."
These similarities between friends indicate that online social interactions serve to strengthen a student's social ties with those they already resemble. People befriend others who are similar to them rather than becoming more similar to their friends over time, according to the study authors, who detailed the research Monday in the journal Proceedings of the National Academy of Sciences.

Cyprus approves deficit-cutting budget for 2012 (AP)
NICOSIA, Cyprus ? Cyprus lawmakers on Friday approved the austerity-driven budget for 2012 aimed at slashing a burgeoning deficit.
Lawmakers hope to restore confidence in the small, euro18 billion ($23.5 billion) economy and stave off a possible bailout with a budget the finance ministry called the "tightest in 35 years."
The vote was delayed by several hours on Friday as opposition parties ? which hold a majority in Parliament ? negotiated additional spending cuts aimed at bringing the deficit below the 2012 target of 2.4 percent of gross domestic product. The deficit now stands at over 6 percent.
The added measures that House Finance Committee Chairman Nicos Papadopoulos said were worth around euro100 million include a freeze on hiring to fill vacant government jobs, cuts to overtime pay and consultancy fees, and scrapping public sector perks such as interest-free loans for car purchases.
Lawmakers earlier in the week approved another austerity package worth euro148 million ($193 million) that included a hike in a sales tax from 15 to 17 percent and a two-year public sector wage freeze that triggered a daylong, government workers' strike on Thursday.
Growth for 2012 is forecast at only 0.2 percent of GDP. The budget sets expenditures at around euro7.5 billion. A third of that goes toward paying 70,000 workers on the state payroll.
Buffeted by the eurozone crisis, Cyprus has been shaken by consecutive credit rating downgrades that have brought it to a step above junk status, due mainly to its banks' large exposure to Greek debt.
Unable to borrow from international markets, the eurozone country has turned to Russia for a euro2.5 billion ($3.27 billion) low-interest loan to meet most of its financing needs for next year.
The Fitch Ratings agency said Friday it was considering cutting Cyprus' credit grade further by one or two notches after concluding that "a 'comprehensive solution' to the eurozone crisis was technically and politically beyond reach."
A finance ministry said the warning shows the country urgently needs to get its finances in shape.
Before the vote, Finance Minister Kikis Kazamias said he's confident the country can prevent the worst, despite the gloomy economic climate in Europe. Some opposition lawmakers have argued that more spending cuts may be needed.

Judge speeds transcript release in Fla. Ponzi case (AP)
FORT LAUDERDALE, Fla. ? A federal judge decided Tuesday to speed up the public release of transcripts of sworn testimony being given by convicted Ponzi schemer Scott Rothstein about the scope of his $1.2 billion fraud and those involved.
U.S. Bankruptcy Judge Raymond Ray ruled the transcripts could be released to the media eight days after they are completed throughout the two-week deposition, which ends Dec. 23. That means the first transcript from Monday's testimony will be ready early next week.
Previously it would have been late December or January before any of Rothstein's testimony, taking place behind closed doors in a Miami courtroom with reporters barred, would have become public.
Attorneys for a law firm representing about 25 major investors in Rothstein's scheme and two news outlets said the disbarred lawyer's testimony is of paramount public interest, particularly since it involved investments in phony legal settlements.
Rothstein, 49, is serving a 50-year prison sentence after pleading guilty to orchestrating the scam, which imploded in the fall of 2009. Seven other people have been charged and more indictments are expected; the fraud also caused the demise of the Rothstein Rosenfeldt Adler law firm. Ray is presiding over the firm's bankruptcy case.
Lawyers attending the deposition say Rothstein is giving previously undisclosed details about the scope of the fraud and naming names of others involved. He has been cooperating with federal prosecutors, who have likely already heard most of his testimony, in hopes of reducing his prison term.
"The legal system was abused," said Jim Silver, whose firm Conrad Scherer requested speedier media access to the transcripts. "We have a case not only of high public interest, but extraordinary public interest."
Added news media lawyer Sandy Bohrer: "The public has a right to hear it in a timely manner."
Ray noted that if Rothstein is caught in a lie in the deposition, he could be charged with perjury and wind up with even more time behind bars.
"I assume he is going to tell the truth," the judge said.
One of those named was an employee at a TD Bank branch where Rothstein had accounts. A TD Bank attorney, Ari Newman, said Tuesday that the bank opposed early release of the transcripts, noting that the more gradual release plan had been extensively negotiated.
Another lawyer representing Rothstein investor victims, Jay Sakalo, said quick release could jeopardize confidentiality agreements concerning some documents and evidence.
"Once the toothpaste is out of the tube, you can't put it back in," Sakalo said.
But Ray said the eight-day delay provided ample time for Rothstein to review his own testimony, which is common legal practice, and that confidentiality deals would eventually surface anyway once they came up in Rothstein's testimony.

Wall Street led higher by energy sector (Reuters)
NEW YORK (Reuters) ? Stocks rose on Tuesday as energy shares rallied on higher crude oil prices, but trading was volatile after German Chancellor Angela Merkel rejected any suggestion of raising the limit on Europe's bailout fund.
Investors had been closely eyeing developments on the fund, the European Stability Mechanism (ESM), which will go into effect from the middle of next year and replace the current European Financial Stability Fund. The ESM will have an effective lending capacity of 500 billion euros.
"I am surprised that the market is holding up," said Peter Cardillo, Chief Market Economist, Rockwell Global Capital in New York. "Germany is playing a hard ball game and they have no choice but to do so."
Energy stocks gained as U.S. crude oil futures prices rose more than 3 percent to top $100 a barrel at the session high, with traders citing tension between the West and Iran as a possible trigger.
The S&P energy index (.GSPE) added more than 2 percent before trimming gains. It was last up 1.1 percent, with blue-chip Chevron (CVX.N) up 1.7 percent at $104.79.
The Dow Jones industrial average (.DJI) was up 69.70 points, or 0.58 percent, at 12,091.09. The Standard & Poor's 500 Index (.SPX) was up 4.70 points, or 0.38 percent, at 1,241.17. The Nasdaq Composite Index (.IXIC) was up 1.04 points, or 0.04 percent, at 2,613.30.
Consumer-related stocks were the worst performers. Shares of Best Buy (BBY.N) tumbled 11.5 percent to $24.83 after the electronics retailer reported a quarterly profit below expectations as bigger discounts squeezed margins.
The Federal Reserve was holding its last meeting of the year on Tuesday, and a policy statement was expected around 2:15 p.m. <1915 GMT>. Investors look for the Fed to hold off on any fresh economic stimulus as it weighs encouraging signs on the recovery against risks coming from Europe.
U.S. government data showed U.S. retail sales rose less than expected in November as a drop in receipts for food and beverages weighed against stronger sales of motor vehicles, tempering expectations of a strong holiday shopping season.
