Gift horse: Ex-tabloid editor loaned police steed

LONDON (AP) ? British police gave former News of the World editor Rebekah Brooks a retired police steed to look after, the force confirmed Tuesday ? but they insisted it was not a gift horse.

The Metropolitan Police says the horse was loaned to Brooks ? former chief executive of Rupert Murdoch's British newspapers ? in 2008 under a program that allows people to care for retired service animals.

The force said the horse was rehoused with a police officer in 2010.

Brooks' spokesman, David Wilson, confirmed Brooks had been a "foster carer" for the animal, and said Brooks had paid for the upkeep of the horse while it was stabled at her rural home.

"This is just a charitable thing Rebekah did," he said.

Britain's media ethics inquiry is currently looking into claims of crooked relations between the press and police. On Monday a senior officer said journalists at Murdoch's The Sun had regularly bribed a network of corrupted police and other officials.

Brooks is married to horse-breeder Charlie Brooks and has a country home near Chipping Norton, northwest of London, a posh rural enclave whose residents include Prime Minister David Cameron.

Wilson said the couple "share a passion for horses."

NAR: Commercial Vacancy Rates Improving, Rents Firming ...

In its quarterly Commercial Real Estate Market survey, the National Association of Realtors predicts a widespread fall in vacancy rates for nearly all property types. In the report, the association noted that all major commercial sectors are seeing improved fundamentals, but multi-family continues to lead the way. The NAR is forecasting a 0.4 percent decline in office vacancies, 0.8 in industrial, 0.9 percent in retail and 0.2 percent in the multi-family rental market through the end of 2012.

?Sustained job creation is benefiting commercial real estate sectors by increasing demand for space,? Lawrence Yun, chief economist for the NAR, said. ?Vacancy rates are steadily falling. Leasing is on the rise and rents are showing signs of strengthening, especially in the apartment market where rents are rising the fastest.?

The report also found that, industry-wide, sales prices declined 10 percent on a year-over-year basis ? as measured at the end of 2011, but leasing activity advanced 2 percent from the third to the fourth quarter of last year. In the same timeframe, rental rates declined by 4 percent.

Industrial vacancy rates are likely to decline from 11.7 percent in the first quarter of this year to 10.9 percent in the first quarter of 2013.Annual industrial rent is expected to rise 1.8 percent in 2012 and 2.3 percent next year. Net absorption of industrial space nationally is seen at 40.6 million square feet this year and 57.7 million in 2013.

Retail vacancy rates are forecast to decline from 11.9 percent in the current quarter to 11.0 percent in the first quarter of 2013. Average retail rent should rise 0.7 percent this year and 1.2 percent in 2013. Net absorption of retail space is projected at 9.9 million square feet this year and 23.9 million in 2013.

The multi-family sector is likely to see vacancy rates drop from 4.7 percent in the first quarter to 4.5 percent in the first quarter of 2013.Multi-family vacancy rates below 5 percent generally are considered a landlord?s market with demand justifying higher rents. After rising 2.2 percent last year, average apartment rent is expected to increase 3.8 percent in 2012 and another 4.0 percent next year. Multi-family net absorption is forecast at 209,900 units this year and 223,600 in 2013.

?Household formation appears to be rising from pent-up demand,? Yun said. ?The tight apartment market should encourage more apartment construction. Otherwise, rent increases could further accelerate in the near-to-intermediate term.?

NEW YORK (CNNMoney) -- Expect the upward march of oil and gas prices to overshadow bellwether corporate earnings, economic reports and a read on the health of the European banking sector -- all of which are due next week.

Investors will spend most of next week grappling with whether the rising price of oil could crimp the stock market's 2012 rally.

All three indexes eked out another week of roughly 0.5% gains. The Dow Jones industrial average (INDU) is up 6.3% so far this year, hitting its highest level since May 2008. For 2012, the S&P 500 (SPX) is up 8.6%, and the Nasdaq is up 13.8%.

Still, economists and analysts worry that rising gas prices could cause consumers to cut back on spending, which could threaten an already shaky economic recovery.

U.S. crude oil prices are at their highest levels since May 2008, hitting $109.77 a barrel. U.S. oil prices climbed nearly 6% this week. In turn, the average price of a gallon of gas jumped more than 13 cents..

Investors will watch to see what Federal Reserve Chairman Ben Bernanke says about energy prices and the broader economy when he delivers his semiannual address to Congress on Wednesday.

"If there are any signs that the Fed would be supporting the Treasury or mortgage markets later this year because of energy prices, investors could take that as a buying opportunity," said Robert Tipp, chief investment strategist at Prudential Fixed Income.

The other key economic reports on tap this week are the Case-Shiller Home Price Index for December, due out Tuesday; readings on January's personal income and spending, due out Thursday; and the ISM manufacturing index, also to be released Thursday.

Better-than-expected economic reports have helped fuel the stock market's rally this year, so analysts say investors have largely priced in positive data. Anything that falls below expectations could cause an outsized sell off in stocks.

"There's not a lot of tolerance for bad numbers," said Uri Landesman, president of the fund Platinum Partners. "The market is discounting good news."

Meanwhile, company earnings are playing a larger role in the overall market and in driving prices of individual stocks. That's a sharp turnaround from 2011, when stocks largely moved in correlation with each other based on broader economic news.

"Greece is appearing to be moving into the rearview mirror, and stock-specific stories are coming into view," said Dan Greenhaus.

Earnings season is nearing a close, yet numerous bellwether stocks will report quarterly results this week: Home improvement retailer Lowe's (LOW, Fortune 500) and Priceline (PCLN) report earnings Monday. AutoZone (AZO, Fortune 500), Cablevision (CVC, Fortune 500) and Dreamworks Animation (DWA) report results on Tuesday. Retailer Liz Claiborne, where shares have jumped 20% in 2012, will report Wednesday. Jeremy Lin's corporate parent Madison Square Garden (MSG) will release results Friday.

The threat of Europe's sovereign debt crisis is taking a momentary backseat to economic and corporate news, but investors will spend Wednesday digging into how much debt eurozone banks will take from the European Central Bank.

The central bank will hold its second auction to allow banks to borrow three-year loans at low interest rates through its so-called long-term refinancing operation (LTRO) program. In its first auction in December, banks borrowed ?489 billion from the ECB. Analysts expect that number to increase this time around.

"This program requires a very nuanced read," said Prudential's Tipp. "It will take some time for analysts to disentangle the numbers, but it gives us a window into the European banking system to see how desperate different institutions are." ?

MWC 2012: Huawei's Ascend D Quad Invasion Targets Apple's iPad 3 and iPhone 5

Unveiling a new series of top-end, quad-core Ascend smartphones and its speculated 10-inch MediaPad at 2012's MWC, Huawei has confirmed it's gunning for a slice of Apple's high-end device market pie.

At its Mobile World Congress?press event, Huawei unveiled a slew of new handsets, including its highly anticipated iPhone 4S-killer, now known as the Ascend D quad. Not mincing its words, the company made a bold claim, stating that it intends to ship 60 million smartphones in 2012 - something it may be able to do with the right marketing, considering the impressive tech contained in its latest smartphones.

Similarly, as a final "and another thing" the company stated that it would be releasing a new 10-inch version of its MediaPad, a mid-range series of tablets that has thus far ignored the UK.

In any case, the company has pulled out all the stops on its latest smartphone range. Below are the technical details currently known about the devices:

The Ascend D Quad

Huawei's MWC flagship, the Ascend quad is the company's latest attempt to break into the currently Samsung- and Apple-dominated, high-end device market.

Running Google's latest Ice Cream Sandwich operating system, the unit is set to boast some insanely powerful tech. During its event, Huawei was bold enough to claim that the device's processor is currently the fastest in the world.

Housing a high definition 4.5-inch display with a 32-bit true colour graphic processor and 330ppi pixel density, the unit is set to be powered by the Huawei-made K3V2 quad-core processor - which clocks in at speeds of 1.2 and 1.5 GHz - and boasts 1GB of RAM.

The 330ppi pixel density rivals that of a finely printed magazine and easily matches that of the Retina display in Apple's iPhone 4S.

Additionally, the unit will pack an 8-megapixel rear facing camera capable of recording 1080p HD video. Backing this up will be a 1.3 mega-pixel front facing snapper.

Keeping the whole show running the Ascend D quad will be powered by an 1800mAh battery which, according to Huawei, should give the unit a two-day battery life with "normal use." Huawei also confirmed that the device will support LTE - a pretty useless fact considering the UK is still in the archaic 3G age.

In terms of physical dimensions, the Ascend D quad is also pretty nice. Measuring in at a slim 8.9mm thick and 65mm across. Gilding the lily, the device is also set to house Dolby Digital 5.1 sound enhancement and earSmart tech designed to maximise noise cancellation.

While being coy about the unit's price, Huawei has confirmed that the unit will be launched in numerous territories, including Europe, in either Q2 or Q3 of this year.

The Huawei Ascend D Quad XL

Besides the Ascend D quad, the company also unveiled the Ascend D quad XL handset. As far as the International Business Times UK can tell from Huawei's event, the device is pretty much the same as the regular D Quad just with a larger 2500mAh battery.

Alongside its quad-core beasts, Huawei also unveiled its Ascend D1 dual-core handset. Outside of its 1.5GHz TI OMAP 4460 chip the unit boasts pretty similar spec to that seen on its quad-core counterparts.

Similarly powered by Android Ice Cream Sandwich 4.0, the D1 houses a 4.5-inch, 720p screen boasting the same 330ppi pixel density as the D quad. Past this, it has an 8-megapixel rear facing camera capable of 1080p video capture and the same 1GB of RAM seen on the D quad.

The 10-inch MediaPad

Revealed during the Q&A session of the company's MWC press event, the new 10-inch MediaPad tablet has been confirmed for European release. Though shown during the session Huawei revealed next to nothing about the device's specs, shying away from even letting journalists touch the device.

All that is known is that the unit will house a 10-inch 1080p, IPS display, an 8-megapixel camera and the same new K3V2 chip found inside the Ascend D Quad smartphone. Running Ice Cream Sandwich, the 10-inch MediaPad is set to ship in China and Europe Q2 this year.

MESA, Ariz. (AP) ? Rick Santorum is looking for another upset or two, while Mitt Romney is hoping to keep his leading rival at bay in the run-up to the 20th debate of the race for the Republican presidential nomination.

"I wouldn't be here if I didn't think I could do well," the former Pennsylvania senator told supporters Tuesday after arriving ahead of any of his rivals for pre-debate campaigning in Arizona, a state that has long been assumed safe for Romney.

Both Arizona and Michigan hold primaries on Feb. 28, but until recently, at least, the similarities seemed to end there.

Polls have long shown Romney with a solid lead in Arizona, where all of the 29 delegates at stake are reserved for the top vote-getter in the primary. As a result, neither he, Santorum, Newt Gingrich nor Ron Paul has devoted much time to the state.

Television ads have been scarce, as well. None of the candidates has run commercials, and Restore Our Growth, an outside group that has played a major role in Romney's success so far in the campaign, is the only organization to pay for ads.

In Michigan, by contrast, Romney's lead in public and private surveys began eroding earlier this month when Santorum won upset victories in caucuses in Minnesota and Colorado and a non-binding primary in Missouri on a single night. Now the one-time front-runner campaigns as though he is behind.

Not surprisingly, Romney, Santorum and their allies have poured money into television ads in Michigan ? about $5 million combined, with additions made Tuesday for the race's final week.

While Wednesday's debate is in Arizona, the stakes are heightened because some previous encounters have had an impact far beyond the state where they were held.

Most notably, former Texas Gov. Rick Perry never recovered from his failure to recall the third of three federal agencies he wanted to abolish. His lapse came in a debate in Michigan last November.

And Romney righted his campaign a month ago when he excelled in a pair of Florida debates after losing the South Carolina primary to Gingrich.

Romney campaigned in Michigan on Tuesday, and was pulled into a discussion of social issues by questioners at a town-hall style rally in Shelby Township.

Asked how he would defend religious liberty, he said President Barack Obama's administration has "fought against religion" and sought to substitute a secular agenda for one grounded in faith.

"Unfortunately, possibly because of the people the president hangs around with, and their agenda, their secular agenda ? they have fought against religion," he said.

Obama's campaign seized on the characterization, calling Romney's comments disgraceful and likening them to recent comments by Santorum. The former Pennsylvania senator said recently the president holds a "phony theology," then insisted he wasn't attacking the president's faith, but his environmental views.

Republicans have accused Obama of violating religious liberties when the administration recently announced that except for churches, most employers would be required to make birth control available as an insurance benefit as part of the health care overhaul Congress passed in 2010. The White House backtracked, but not enough to satisfy conservatives.

Romney, who has had trouble winning the votes of tea party advocates, said they should be in his corner.

"I think the tea party would find it very interesting that Rick Santorum voted to raise the debt ceiling five times without getting compensating reductions in spending," Romney said, echoing the campaign ads his campaign and his allies are airing in Michigan.

Two thousand miles away, Santorum was cheered by a survey that showed a tighter-than-expected race in Arizona. He was repeatedly applauded during an appearance at a Lincoln Day luncheon held by the Maricopa County Republican Party.

"You can speak loudly on Tuesday that you want someone who's going to stand up and fight the insiders, fight the establishment, someone who has a track record of doing it," he said.

His reception was even better several hours later at a campaign rally.

Santorum "is just rock solid. He's sincere, honest," said Mary Muir, who said the rally was the first political event she has attended in 50 years.

Rich Kulok, 73, of Mesa, who also attended, said he was solidly for Santorum.

"I believe in the things he's saying," said Kulok, who worked in management and construction before retiring. "I'm dead set against abortion." He said Santorum "seems more genuine than the other guys."

"I think Romney will tell you anything you want to hear, depending on what city you're in," he said.

Gingrich has scarcely been a factor in either Michigan or Arizona, except indirectly.

His decision not to campaign in Michigan so far has allowed Santorum a chance to compete against Romney without also having to fend off a rival for the votes of conservatives.

Paul, though, has weighed in against Santorum.

He began running a new ad Tuesday that challenges Santorum's claim that he is a conservative on spending issues. It also notes the former senator voted to raise the debt limit five times, and says Santorum supported legislation that created a prescription drug benefit under Medicare.

CHARLESTON, W.Va. (AP) ? Federal prosecutors investigating the West Virginia coal mine explosion that killed 29 men are working their way up the corporate ladder with criminal charges.

On Wednesday, the former superintendent of the Upper Big Branch mine became the highest-ranking company official charged in the 2010 disaster, and he is apparently cooperating with prosecutors, who said the investigation is far from over.

Gary May, 43, was charged with conspiracy to defraud the government, accused among other things of disabling a methane gas monitor, falsifying safety records and using code words to tip off miners underground about surprise inspections.

He could get up to five years in prison if found guilty.

The only other Massey Energy employee prosecuted so far in the nation's deadliest mining disaster in four decades is former mine security chief Hughie Elbert Stover, who will be sentenced next week for lying to investigators and trying to destroy documents.

Prosecutors are urging a federal judge to make an example of Stover by giving him the maximum ? 25 years in prison.

The charges against May were contained in what is known as a federal information, a document that typically signals a defendant is cooperating with prosecutors. Reached at his home Wednesday, May declined to comment.

U.S. Attorney Booth Goodwin said his investigation is "absolutely not" finished, but he would not comment further. Prosecutors routinely cut deals with lower-ranking figures to help them build cases against higher-ranking ones.

Clay Mullins, who worked at Upper Big Branch and lost his brother Rex in the blast, said more people deserve to be prosecuted, including former Massey CEO Don Blankenship.

"I want to see some other names," he said. "There were a lot of people involved in this, and I just want to see them be punished for the crimes."

Prosecutors have refused to say whether they are targeting Blankenship, a hard-nosed executive whose company was cited for violations so frequently that union critics accused him of regarding fines as simply the cost of doing business.

Blankenship, once one of the most outspoken leaders in the coal industry, retired months after the explosion and moved away from West Virginia. A telephone number for him could not be found, and he has all but disappeared from public view since the blast.

A United Mine Workers report said Blankenship was among 18 Massey employees who invoked their right against self-incrimination and refused to cooperate with any of the investigations.

Alpha Natural Resources of Bristol, Va., bought Massey and all its operations, including the Upper Big Branch mine, last summer.

Prosecutors have accused Massey of violating a host of safety laws out of a desire to put production and profits first.

Three investigations of the tragedy concluded that the company allowed highly explosive methane and coal dust to build up inside the mine, where it was ignited by a spark from an improperly maintained piece of cutting equipment.

Clogged and broken water sprayers then allowed what could have been just a flare-up to become an epic blast, the investigations found.

Prosecutors said May manipulated the mine ventilation system during inspections to fool safety officials and disabled a methane monitor on a cutting machine a few months before the explosion. It wasn't clear from court papers whether the device was ever fixed.

Although other mine accidents have led to criminal charges, prosecutors have typically targeted low-ranking employees.

"I hope they can go up, and I think they will," said Gary Quarles, whose son Gary Wayne died in the explosion.

Quarles said he was surprised the charges reached so high into the ranks.

"It's about time," he said. "It's a good start."

Runaway girl's remains found in Ohio rapist's home

Runaway Nicholle Coppler was last seen alive in Lima, Ohio, on May 15, 1999.

LIMA, Ohio -- The skeletal remains of 14-year-old Ohio runaway Nicholle Coppler, who went missing in 1999, have been found after the home where she was last seen was demolished, according to police.

The Lima News reported that police on Saturday said her remains were found in a crawl space as the home's foundation was being dug out. Allen County Coroner Gary Beasley said they were identified through dental records.

The home was owned by Glen Fryer, who had been a?suspect in Coppler's death. The newspaper reported?Fryer was 55 when he killed himself in 2002 while awaiting sentencing for raping a girl.

Unpaid taxes
The home was demolished after the state took possession due to unpaid taxes. Coppler's remains were the only ones found.

"I knew in my heart it was Nicholle," said the girl's mother, Krista Coppler, who now lives Florida. "I knew in my heart she never left that house."

Lima Police Chief Kevin Martin said the discovery means the homicide investigation?has been?reopened. The newspaper reported that police have said Fryer had a link to human trafficking.

"Our goal is still the same: Try to get to the truth," Martin said. "Where exactly that will lead us I cannot say."

Lt. Jim Baker said detectives believe Fryer was involved in the death but that there also were other suspects. Police said other people knew the girl was in the house, and Lima police Maj. Richard Shade said at least two other people lived in the home with Fryer.

'Some good can come out of this'
Krista Coppler said she doesn't feel the investigation was handled properly in 1999 but that police have since changed policy on runaways.

"If, in Nicholle's name, she can save some other girls, some good can come out of this," she said.

The Lima News said Fryer had agreed to tell police what he knew of Coppler's disappearance but took his own life days before the meeting.

It said Martin also addressed criticism on why police were unable to find Nicholle's remains during earlier searches of the Fryer home. While they said cadaver dogs and FBI ground-penetrating radar were both used at the home, the technologies have their limitations, Martin told the newspaper.
