VIENNA -- The tombstone marking the grave of Adolf Hitler's parents, a place of pilgrimage for neo-Nazis, has been removed from an upper Austrian village cemetery at the request of a descendant, and the grave is now available to receive new mortal remains, officials said Friday.

Walter Brunner, mayor of Leonding village, said the stone with the faded black and white portrait photos of Alois and Klara Hitler was taken down Wednesday. Village priest Kurt Pitterschatscher said the rented grave was ready for a new lease.

Asked whether he would have trouble persuading people to let their loved ones share a grave with the parents of a man whose name is a universal epitome of evil, Pitterschatscher said, "I really haven't thought about it."

Pitterschatscher said the black marble marker was removed without ceremony by a stonemason hired by the relative, described as an elderly female descendant of Alois Hitler's first wife, Anna. What's left at the site is a white gravel square and a tree.

He said he did not know the woman personally and did not identify her by name but cited her request for termination of the grave lease as saying she was too old to care for it and tired of it "being used for manifestations of sympathy" for Hitler.

Flowers, wreaths from admirers
Hitler's roots are in Braunau, near Leonding, which is commonly identified as his hometown after the village that he was born in was incorporated into Braunau in 1938. But he and his family moved to Leonding in 1898 when he was 9 and lived there until age 15.

Leonding itself first assumed cult status for his followers after Hitler visited his parents' grave and the nearby family house following the 1938 annexation of Austria by Nazi Germany.

The house now warehouses coffins for the cemetery, and Brunner said in a telephone interview that ? unlike the more than 100-year-old grave ? it did not draw Hitler fans.

Anti-extremist groups say neo-Nazis, sometimes coming in groups, placed flowers and Nazi symbols on the grave.

Robert Eiter, with the Upper Austrian Network Against Racism and Right-Extremism, said the latest incident was on All Saints day, Nov. 1, when an urn was left with the inscription "UnvergeSSlich" ? German for "unforgettable" and alluding to Hitler's SS shock troops.

"A lot of flowers and wreaths were deposited there from people who clearly were admirers," he said. "It had to do with the son and not the parents."

Brunner, the mayor, said he was "happy with the decision," and Eiter said most Leonding residents also supported it.

Austria has moved from its postwar portrayal of being Nazi Germany's first victim to acknowledging that it was Hitler's willing partner. Most young Austrians reject Nazi ideology and condemn the part their parents might have played in the Holocaust.

At the same time, the rightist-populist Freedom Party ? whose supporters range from those disillusioned with more traditional parties to Islamophobes and Holocaust-deniers ? has become Austria's second-strongest political force.

An Anti-Defamation League survey taken this year and published last week said that ? while remaining high ? anti-Semitic attitudes decreased from 30 percent to 28 percent in Austria last year compared to 2009.

Three Major Banks Prepare for Possible Credit ...

Some of Wall Street's biggest banks are bracing for fallout from a possible cut in their credit ratings.

Moody's Investors Service, one of the two big ratings agencies, has said it will decide in mid-May whether to lower its ratings for 17 global financial companies. Morgan Stanley, which was hit hard in the financial crisis, appears to be the most vulnerable. Moody's is threatening to cut the bank's ratings by three notches, to a level that would be well below the rating of a rival like JPMorgan Chase.

Bank of America and Citigroup may also fall to the same level as Morgan Stanley, but those two are helped by having higher-rated subsidiaries.

Credit ratings are particularly important for financial companies, which greatly depend on the confidence of their creditors and the companies they trade with. A high credit rating enables banks to put up less money, which they can borrow cheaply, while a lower credit rating can mean they have to put up more money and perhaps pay more for their loans.

The three banks that stand to be the most affected by a ratings downgrade have already said that they would have to put up billions of dollars more in collateral to back trading contracts.

Having a substantially lower credit rating than rivals, however, could do much wider damage over time. It could affect billions of dollars in trading contracts that are an important business for Wall Street. Many of these contracts demand that the company on the other side of a trade have a high enough credit rating.

The country's big mutual funds, asset managers and other institutions are reassessing their trading relationships in light of a possible ratings cut. In some cases, contracts are being rewritten. In others, big investors may walk away.

Weighing the creditworthiness and ratings of banks "is a major focus at Vanguard and at other buy-side companies who do business with Wall Street," said William Thum, a lawyer with the mutual fund giant Vanguard, referring to institutional investors like his company.

Some of the funds that he deals with are prohibited from trading with banks that have a less-than-sterling credit rating.

"We are now in the process of diversifying our list of trading partners by signing up new dealers who appear most likely to maintain relatively high credit ratings," he said.

Not all contracts would be affected by a downgrade by Moody's. Many also require a similar action from the other major ratings agency, Standard & Poor's. And Moody's may not cut as deeply as was warned, or at all.

But if Moody's does cut as it warned in February, Morgan Stanley, Bank of America and Citigroup would be rated Baa2 - just two notches above speculative, or junk - and the banks would have weaker credit ratings than major rivals.

The potential problem for Citigroup and Bank of America is mitigated by the fact that much of their trading of contracts - bets on changes in interest rates, currency values and the like - is done through higher-rated subsidiaries.

Morgan Stanley noted that only about 8 percent of its over-the-counter derivative trading contracts would be affected by a three-notch downgrade.

Still, the company has spoken to trading partners about rewriting contracts to allow for more leeway on credit quality and has had internal discussions about moving some trading activities to a bank subsidiary that has a slightly better rating than the company, according to people briefed on these discussions but not authorized to speak on the record.

James P. Gorman, chief executive of Morgan Stanley, has met with Moody's several times since February to try to limit the fallout of any ratings move, according to these people.

A Morgan Stanley spokeswoman, Jeanmarie McFadden, said the company had spent more than two years restructuring its business so that it was "less risky and less capital intensive," something that should help its rating. She noted that in 2011 Standard & Poor's gave Morgan Stanley an A- rating with a negative outlook, which was a downgrade but not nearly as severe as the one Moody's is contemplating.

Morgan Stanley's executives, she added, have "done extensive planning and are fully prepared for potential ratings downgrade scenarios."

A Citigroup spokesman, Jon Diat, said: "Our clients tend to be more sophisticated in their analysis than to rely solely on ratings from a single agency. While some clients might note any changes in ratings from Moody's, we don't believe the impact would be material."

A spokesman for Bank of America declined to comment.

Mr. Gorman's involvement in talks with Moody's is hardly surprising. In recent financial filings, the banks disclosed some estimates of the extra financial burden of downgrades, though the estimates may not capture the full impact across all businesses.

If Moody's and Standard & Poor's had both rated Morgan Stanley the equivalent of Baa2 at the end of last year, the bank has estimated it might have had to post $6.5 billion to finance additional collateral pledges and payments to terminate contracts.

Citigroup estimates that a two-notch downgrade at the end of last year could have prompted additional cash and collateral needs of $5.4 billion. Bank of America estimates that $4.5 billion of cash and collateral requirement on derivatives would be needed to cover a one-notch downgrade, but added that it had already posted $2.9 billion of that with customers.

Keith Horowitz, an analyst with Citigroup, says the banks have had some time to cushion the blow of a downgrade.

"Given large liquidity pools and several years to prepare, we believe all of the banks are positioned to manage a downgrade," he said.

Yet the impact of a downgrade will be felt deeply in the multitrillion-dollar market in derivatives, which are financial contracts that enable banks and their clients to make bets based on the movements of things like stocks, bonds, currencies and interest rates.

Many of these contracts contain triggers that activate if a bank's credit rating falls below predetermined levels. When a ratings trigger is set off, a customer may have the right to terminate the trade, move it to another bank or demand that the bank post more collateral. This can erode the profitability of the trade for the bank, which has to factor in the cost of the collateral.

It is very tricky to be a large trading bank with a rating below A.

Derivatives trades that are set up to exist for more than five years would be the most vulnerable to downgrades. In these trades, a bank's customers are agreeing to expose themselves to the bank's credit risk for a long time. Long-term trades can also be the most profitable derivatives that a bank does.

"Clients will take that long-dated business to JPMorgan or Goldman," said Brad Hintz, an analyst with Sanford C. Bernstein & Company. "That's a problem for Morgan Stanley."

Most of the banks that dominate the derivatives market book nearly all their trades at commercial bank subsidiaries, which have higher ratings than their parent companies.

These bank subsidiaries at Citigroup and Bank of America might end up with an A3 rating after the threatened Moody's downgrade - two notches above the Baa2 rating their parent companies could be saddled with. Morgan Stanley's bank subsidiary would fall the furthest, to a Baa1 rating.

Citigroup appears to do essentially all of its derivatives trading through a bank, while Bank of America does three-fourths, according to figures published by the Office of the Comptroller of the Currency, a bank regulator.

The picture is different at Morgan Stanley. Less than 5 percent of its outstanding derivatives were booked at a commercial bank at the end of 2011, according to the figures. Moving business to this subsidiary would take time and could require regulatory approval.

The downgrade could speed up the shift of derivatives trades to central clearinghouses, something that is being pushed by regulators.

"Moody's may simply speed up something that is going to happen anyway," said one senior Wall Street executive who asked not to be named because he was not authorized to speak on the record.

?This is a great thing to do and it will really freshen-up the house,? Hicks says. ?It will make it seem a lot brighter and potentially bigger, especially if you?re transitioning away from dark colored walls.? When choosing a color, don?t go too wild. Hicks says earth tones are popular choices for both the interior and exterior walls.?

Use landscaping to boost curb appeal
Most of us don?t go in our front door anymore. Potential buyers do. You don?t need to spend thousands of dollars to create a whole new landscaping plan. But make sure the grass and flower beds in the front yard look really nice. Add mulch. Remove weeds. Hicks' advice is to keep it ?simple, clean and neat.? She says a well-landscaped yard can add 7 to 14 percent to the value of your home.?

Spruce up the kitchen
If you?re going to make improvements to the house, this is a good place to start. Hicks says you can typically get an 80 percent return on investment for kitchen remodeling. But again, keep it simple. You don?t want spend tens of thousands of dollars on a lavish kitchen makeover. She suggests updating cabinets and countertops. New cabinet fronts are about 30 percent less than replacing the cabinets.?

Bathroom makeover
This is another area that can turn off potential buyers because a bathroom remodel is expensive. Consider making simple improvements that have a good payback. For example, re-glaze an old tub. ?That can make the bathtub look like new again without having to replace it,? Hicks says. And it should only cost a couple of hundred dollars.?

The L.A. County Probation Department has written a report for Lindsay Lohan's last court appearance Thursday, making it likely this will indeed be the last.

Her probation officer has recommend that Lindsay's probation NOT be violated based on the allegation that she committed hit-and-run earlier this month.

The report makes mention of the allegation by Thaer Kamal, the manager of the Hookah Lounge who claims Lindsay struck him and his car, and then fled.

LL's officer discounts the claim and gives the allegations zero credence, despite the fact that police are looking into it, saying no charges have been filed.

Hopefully, Lindsay's last trip to jail was in this SNL skit.

The probation report for the troubled actress reads in part, "The probationer (Lindsay) is in compliance with the terms and conditions of probation."

If she is in compliance Thursday, her probation in her DUI case will end, and she'll be downgraded to informal probation in the jewelry heist case.

In other words, she won't have to appear in court anymore. Well, unless she gets arrested for something wholly unrelated, that is. Not impossible.

Anyway, it appears that despite Kamal's claim that a surveillance video shows the hit-and-run, his bid to shake down Lohan will likely fall short.

Good. We're all for ridiculing Lohan for having no respect for the law and being a Grade A screw-up, but only if she deserves it. Extortion is bogus, man.

?These megabanks,? says Fisher, ?significantly hamper the Federal Reserve?s ability to properly conduct monetary policy. They were a primary culprit in magnifying the financial crisis, and their presence continues to play an important role in prolonging our economic malaise.?

And what we do about this? According to Fisher, ?downsizing the behemoths over time into institutions that can be prudently managed and regulated across borders is the appropriate policy response.?

In other words, start now and don?t wait until the next collapse threatens the entire economy.

Tea Party & Occupy Wall Street

You might expect to hear worries about the banking system from members of the Tea Party as it originated started and the Occupy Wall Street movement, they both share a dislike for big financial institutions. Neither believes that Wall Street bailouts or secret loans from the Federal Reserve were the right financial policy.

Man arrested at Sacramento airport with 4 guns

A Montana man was arrested after he tried to bring four loaded guns through a security checkpoint at a Sacramento, California, airport and is being held without bail, the sheriff's office said on Saturday.

The suspect, Harold Waller, 45, was arrested on Thursday afternoon at Sacramento International Airport after Transportation Security Administration officers at a checkpoint found a firearm inside a carry-on bag, the Sacramento County Sheriff's Department said in a statement.

Further checks showed Waller was carrying a loaded handgun and had three loaded firearms in his carry-on bags, it said.

Sheriff's deputies searched his car at an off-site parking lot and turned up eight more firearms, several of them loaded.

The statement did not specify the types of weapons.

Waller faces charges including unlawful possession of a loaded firearm, unlawful possession of a concealed firearm, possession of an unauthorized weapon in a public building and possession of a firearm within a sterile area of an airport, the sheriff's department statement said.

Viral Videos and Infectious Disease?Healing in Northern Uganda

Invisible Children?s video, Kony 2012 recently went viral with over 100 million views, earning both praise and criticism from Ugandans. A vast amount of complexity surrounds the Lords Resistance Army (LRA), and it has been suggested to use the attention as a platform to raise awareness about another issue in the region, Nodding disease. It seems relevant to move the discussion forward by examining the different healing approaches Ugandans have used regarding the LRA and Nodding disease.

It is impossible to give a singular explanation or cause for a war but a useful starting point (pdf) is to understand the socio-political environment within which the LRA emerged. The LRA?s origins in northern Uganda can be traced back to when Museveni seized power from General Tito Okello Lutwa in 1986. At the time, the Acholi population within northern Uganda believed Museveni?s power could lead to their persecution.

Spirituality is an important component of Acholi culture and Alice Auma Lakwena?s formation of the Holy Spirit Movement (HSM) reflected both their political and religious sentiment. Although it received tremendous support from the Acholi population, the HSM was defeated in 1987. Following their loss, Joseph Kony also claimed to possess spiritual powers and formed the LRA. However, his claims were rejected by the community and its leaders. Since then, Kony has manipulated the interpretation of traditional Acholi spiritual beliefs and also used Biblical verses out of context to justify violence towards his opposition.

As with others who have distorted religion to incite violence, Kony is often depicted as a one-dimensional madman. Yet, the LRA has secured strategic partnerships with militia opposition to Uganda?s government and managed to sustain itself for over 25 years. Joseph Kony presently remains at large with the LRA continuing its operations in the Central African Republic, South Sudan and the Democratic Republic of Congo. Different strategies aimed at his capture have been ongoing; from action kits aimed at raising awareness to government intervention, debate surrounds as to whether these efforts do more harm than good. While the LRA?s origins may be entrenched in mysticism, critics contend it is Invisible Children?s narrative that is consumed with magic.

Calm After The Storm: Uganda has transitioned into an area of peace

The majority of the current attention has been focused Kony; however, he is not the sole perpetrator of crimes committed. Even if the efforts to capture Kony are successful, the loss of a leader doesn?t necessarily signify an end to the problems. Instead, it marks the beginning to a new set of questions and issues. As history has demonstrated throughout Africa and other parts of the world, the prosecution of war criminals is complex, invoking passion and differing beliefs on the best way to move forward.

Since former combatants have been returning to the region for years, there has been a continuous effort to determine the appropriate course of action. Within Uganda, both international and traditional Acholi methods of justice have been used in the region. Some traditional methods include compensation and ceremonies such as mato oput, a tradition involving drinking bitter herb and nyouo tong gweno, in which an egg is stepped on to symbolize a new beginning. These are believed to benefit the victim, the perpetrator and the community.

Making Peace With The Past: No longer focused on survival, Ugandans decide how to move forward

Both international and traditional models of justice have their strengths and weaknesses (pdf). International models have been critiqued for focusing solely on punishment while excluding education and rehabilitation; both are also important components of restoration in Acholi culture. However, traditional Acholi methods aren?t without flaws, either. For example, compensation becomes difficult when an individual is simultaneously a perpetrator and victim. Further, poverty and limited resources has resulted in an inability to procure materials necessary to perform certain rituals. This is a reminder that through devastation, tradition can become another casualty of war.

Indiscriminate Victims: Nodding disease has also claimed children as fatalities in northern Uganda

Nodding disease also has affected children in the some of the same regions as the LRA. A large amount of uncertainty surrounds the disease. It is thought to have originated in the 1960s in Tanzania. Although a black-fly-borne parasite that causes river blindness has also been present in all of the areas where outbreaks have occurred, it is also unclear what causes it.

The disease affects children aged 5 though 15 and is named for the head nodding that occurs during seizures-like episodes. The seizures can be triggered by food or a shift in temperature. Nodding disease can stunt growth, cause mental retardation, and is often fatal. There is no known cure, although anti-epileptic medication may be effective in treatment.

When the source and treatment are unknown, fear and stigma can surround a disease. Much like the myths surrounding HIV, Nodding disease has been attributed to supernatural causes such as witchcraft and curses. When faced with the challenge of treating of Nodding disease, Ugandans have used both medical doctors and traditional healers. Some might seek help from a hospital first; if that is unsuccessful they may turn to traditional medicine as an alternative. Others use traditional medicine as a primary source of care as it is sometimes more accepted and accessible.

Deep Rooted Knowledge? Indigenous herbs and plants are often incorporated into traditional healing

Approximately 80 percent of Ugandans rely on traditional medicine. Although there is a tendency to dismiss traditional medicine as snake oils, there have been efforts made to regulate and standardize (pdf) the use of herbal medicine within Uganda. The field of traditional medicine and indigenous knowledge has been recognized and explored by researchers and organizations including the World Health Organization and The World Bank. While traditional healers are seen as integral to local culture within Uganda, the potential value of its application for Nodding disease is unknown.

As anthropologist Bronislaw Malinowski noted, magic is to be expected and generally to be found whenever man comes to an unbridgeable gap, a hiatus in his knowledge or in his powers of practical control, and yet has to continue in his pursuit. The causes of war and disease do not stem from magic, nor will they be solved by a magic bullet or magic pill. Instead, the process of healing can be advanced by fully understanding an issue?s origins and the environment that sustains it.
